Governor Siminalayi Fubara has signed the ₦1.84 trillion 2026 Appropriation Bill into law, describing the moment as “a breath of fresh air” and a sign of a healthier relationship among the key stakeholders in the state.
This followed the formal presentation of the passed budget to the Governor by the Speaker of the Rivers State House of Assembly, Rt. Hon. Martin Amaewhule at the Government House, Port Harcourt, shortly after its passage by the Rivers State House of Assembly.
The budget, christened the “Budget of Resilience for Growth and Development,” provides the financial framework for the implementation of the state’s programmes and projects for the 2026 fiscal year.
The ₦1.854 trillion appropriation places significant emphasis on capital development, particularly infrastructure, education, healthcare and other critical sectors.
At the brief signing ceremony at Government House, Port Harcourt, the Governor expressed appreciation to the Rivers State House of Assembly for the diligence with which the budget was considered and passed.
Gov. Sim Fubara also acknowledged the role of FCT Minister, Chief Nyesom Wike, in facilitating the meeting and process that culminated in the passage and signing of the budget.
Beyond the figures, the Governor said the focus remains firmly on development, progress and the welfare of Rivers people, reaffirming his administration’s commitment to the Rivers First mantra.
The Speaker of the State House of Assembly, Rt. Hon. Martin Amaewhule, in his remarks, said the provisions in the budget demonstrate the Governor’s willingness to move the state forward and deliver the dividends of democracy.
In attendance were members of the Rivers State House of Assembly, the Deputy Governor, members of the State Executive Council and other dignitaries.
With the 2026 budget now signed into law, Rivers State enters a new phase, which Governor Fubara says should be defined by cooperation, cordiality and a shared commitment to the progress of the state.

The budget was presented to the State House of Assembly by Governor Fubara on July 10, 2026, and subsequently subjected to legislative scrutiny before its passage today.
With the Governor’s signature, the “Budget of Resilience for Growth and Development” is now officially the fiscal blueprint for Rivers State for the 2026 fiscal year.
